Starting from the history and current conditions of the structure of paper media industry, the author states her conception of ideal structure for the industry in our country, based on which concrete strategies to optimize such structure was carefully weighed. In her conception, media conglomerate as the core of the business together with the assistance of gigantic advertising firms and paper delivery firms makes the ideal structure for this industry. To put this conception into reality, two different sets of measures, namely, the drive of market and macro modulation of the government, should be fully utilized in order to break the administrational obstacle for free flows of production factors and the obstacle for financing of paper media industry. Moreover, 損oor-aid?policy should also be adopted to narrow the wide developmental gap exists in different districts. Finally, the industry抯 own needs to develop is the internal drive for optimizing the industry structure, which requires reform of property rights, development of the industry in its own right, proper allocation of internal resources and cultivation of core competition drive.
