The concept of Open Complex Giant System (OCGS) scientifically generalizes the ubiquitous complex principle of nature, society and human beings. It has been shown by various engineering practices that the novel methodology of metasynthetic engineering is very effective for researches on the modeling and optimizing control of OCGS because of its employing of synthetic integration from qualitative to quantitative. However, the Internet system is a typical OCGS, and it is undoubted that the metasynthetic engineering methodology is a powerful tool for the researches on information service and resource management in the Internet system. Yet, it is very important for us to implement this novel and powerful methodology by new ideas and technologies so as to deal with some issues and problems which can not be solved well by traditional methods. In this paper, the importance of information resource management and the limitations of current RPC paradigm are firstly discussed. In order to overcome these limitations, an effective alternative paradigm of RP represented by Mobile Agent (MA) technology is proposed, then, both the promising application perspective of MA and the strategic significance of developing a MA system with the right of originality knowledge are presented. Furthermore, based on the basic concepts, event system and primary characteristics of MA system devised by 0MG (Object Management Group), some key technologies about developing a MA system are analyzed and discussed. In order to meet the need of resource management and information service in the Internet environment, three points are emphasized in this paper. First, the design and development process of Jama (Java-based Mobile Agent) system is stated in detail, which consists of requirement analysis, draft design, detailed design as well as parallel development according to the principle of software engineering. Second, the four-layer structure of Jama, and its characteristics which consists of autonomy, asynchronism, multi-agents interaction and message transferring by Message Bus (MB) are introduced and discussed. Thirdly, a tentative application is introduced, which is implemented by Jama system combined with SNMP in Scientific Database of Chinese Scientific and Technology Network (CSTnet), moreover, according to the test of application result, some necessary improvement of Jama system are suggested. At last, an assumption of application of Jaina in the autonomy intelligent control of teleoperation of Aerospace Robot to reduce the influences of large time-delay is proposed. After the feasibility analysis of this assumption, a virtual demonstration is given. Concluding from the practice, it can be seen that MA paradigm has many advantages over traditional Client/Server model in the network resource management and information service. Thus, the successful application of resource management in Scientific Database provides useful reference for extending application of MA in other fields.
