Along with the rapid development of electric power in our country, the generator sets develop in the trend of great capacitance, mass parameters and automation. Although Multifunctional Optimization Instrument for Tuning Controllers has been widely applied because of its good qualities, the support software, which is the core of MOTC and has been limiting the development of its own, must be updated. This paper looks on providing an integrated development environment which supports designing, researching and testing control system for the users as the final aim, and aims at the development of the software package for control based on Windows. And it accomplishes the following researches and development on it: 1. Basing on the successful experiences on advanced modeling methods and simulation platform, through analyzing, comprehending and expanding the current software system of MOTC, it gives the functions it should provides and final aims. 2. It gives design of the structure of the software system and concrete actualization plan to implement each sub-system, completing the system analysis of this software package. 3. It completes the design and implement programming of the simulation platform, which realizes graphical modular modeling and simulation of control system and provides a nearly complete module library that includes typical linear module, nonlinear module, general input/output module and some controller module(including fuzzy controller). 4. It completes the design and implement programming of the sub- system, which is used to analyse the performance of control system and provides a useful, powerful auxiliary tool for the users. By means of adopting object-oriented programming and advanced graphical modular modeling method, the software package has a friend user interface, easy operation, complete functions and high open.
