Studies On Problems Of University Students' Career Guidance Policy Execution

As the innovation of higher education in our country is carried out rapidly and powerfully, the course of higher education in a popular style expedites, and the problem of university student's employment becomes more and more prominent. Although our country has established an career institution of undergraduate's employment step by step which adapts to socialist market economy system, employment of university student is still a complicated system engineer which needs effort of the whole society. Aiming at the austere employment environment, a university has to carry out effective measures to University Students' Career Guidance, the implementation of the policy for the University students' Career Guidance is extremely urgent.This article sets out from the current situation of carrying out the policy for the University students' Career Guidance, based on theoretical model related to the implementation of the policies,it mentions the main problems of University Students' Career Guidance Policy execution, it also discusses the reasons of the problems from three aspects. First, as authority assignment scheme of entire social resources, policy has self-limitation. The inconsistency between the finite of resources and infinite demand of principal part refers to that the Policy cannot fundamentally resolve the problem of equitable distribution, which is the potential obstacle of executing process. Second, the reason is about the principal part. at last, it is about the environment.In the end, this paper puts forward the solving methods of these problems. Restraining the formation of policy execution block and making policy executed completely and successfully from the aspects of drawing up policy itself, optimizing policy principal action, sounding University Students' Career Guidance Policy system environment and so on, in order to strive to realize the real implements of the policy for University Students' Career Guidance.This article uses research techniques such as literature, induction and so on, takes the University Students'Career Guidance Policy as the research foundation, takes the policy execution as the article breakthrough point, has a certain innovation.
