Since the higher education of our China stepped into the popular stage, there are amount of numbers high school graduates every year, the employment pressure of the graduates is nonnegligible. Vocational Guidance of high school graduates is an very important program for our country. Vocational Guidance is an essential measure to help college students hunting jobs, which highly expected by our county, sociality, high school and students. Many college students come to realize the significant function of Vocational Guidance, and requiring more.First of all, this paper has served the current situation of high school Vocational Guidance. Through questionnaire survey and choosing random sample of high school students from Qingdao and Wuhan, we discovered that there are lots of shortages of Vocational Guidance in high school. They are inaccuracy of Vocational Guidance's orientation, the starting of Vocational Guidance is too late, lacking from of Vocational Guidance, the sound effects of Vocational Guidance is not up to the mark and the work does not reach the designated position.What's more, in view of national employment policy, this paper use macroscopical angle to analysis the functions and frameworks of Vocational Guidance apartments. By normative research, the role of our government should be policy maker, service, and responsibility undertaker. Vocational Guidance apartments should have many functions, include training students'employment ability, communicating with students and employers. The frameworks of Vocational Guidance apartments include specialized staff members, comfortable office premises, researching and developmenting Vocational Guidance, sounding database.Last but not the least, this paper has provided some countermeasures for Vocational Guidance. That is to say the function of Vocational Guidance apartments and role of government should be clear and definite, should be guidance by career concept, professional obtain employment guidance team should be established, and Vocational Guidance service level should enhanced.
