| Because our country is changing the system of education, university students'family's financial difficulties appear. In order to prevent students from being unable to go to school for poverty, our country has issued some preferential policies of aiding study loans, which intend for the poor undergraduates and graduates. These loans, the interests of which are given by the government, are provided by the bank. Shanxi province lie in middle part, has some special characteristics. In these cases, the effect of state-supported students loan seems unsatisfactory, eg. the actual coverage rate of student loans is very low and a higher rate of breach of contract has arisen. The research by the means of questionnaire investigation and analyses the current fulfillment condition of aiding polices according to the overall and widespread surveys, advancing several countermeasures in order to perfect state-supported students loan.This thesis is divided into five parts. The first part puts forward the thinking used to study this topic by illustrating the purpose and significance of this study and the research both at home and abroad. The second part comprehensively expounds the basic concept of state-supported students loan and analyze the principle of operating state-supported students loan. The third part analyses the state-supported students loan operation system features of some developed countries and some regions of our country, eg. American, Japan, Canada and Fujian province, Shanghai. From it, debate which feature Shanxi province should learn from. The fourth part according to the analysis of questionnaire investigation points out the existing problems of the operation of state-supported students loan in Shanxi province, and why these problems exist in Shanxi province. The fifth part in line with former analysis and comparison, the thesis brings forward correlated countermeasures aim at the problems of effect of state-supported students loan in Shanxi province.
