Research On The Management And Information System Optimize Of University State-subsidized Student Loan In Shanxi Province

Chinese state-subsidized student loan is an important measure for our country to expand the assistance for poor college students by playing management functions to adopt financial instruments under the circumstances of the gradual scale expansion of higher education and the advancing reform of university charges way.Since the promulgation of On the Management Rules of State-subsidized Student Loan (Trial) in 1999, the frequency of introduction and change of the relevant policy, has been adjusted in line with the reality. After experiencing several changes, the new mechanism of state-subsidized student loan pushed in 2004 has made a great improvement and adjustment to the former policy and management content. In the present mechanism, state-subsidized student loan consists of Loans for Campus Students and Loans for Original Area Students. With the restraint of current policy, how to undertake student loan management business steadily under the restriction of the existing system and adopt effective measures to lower bad loans risks, how to further strengthen various basic management work along with before- & post-lending and the construction of DYX to further stabilize every fundamental management work, and how to solve the issue of optimizing the mechanism of state-subsidized student loan so as to estalish long-term incentive and restraint mechanisms and other problems are great missions for current and future management work of state-subsidized student loan.This paper, starting with the development of state-subsidized student loan and according to management theory, operational research, policy research, economics and sociology, takes Taiyuan University of Technology as a case study to elaborate and analyze the present condition, exsiting problems and reasons of the management and Information system application of university state-subsidized student loan in Shanxi province, and the author holds a viewpoint that although the work of state-subsidized student loan has made certain achievements, some defects still exsit during the process of management operation. Based on the introduction of the performance evaluation model in state-subsidized student loan management work and the design ideas about management system improvement, this paper, emphasizing management and system optimize, exploratively presents the corresponding countermeasures and suggestions on the basis of the situation of Shanxi production.
