Our country has implemented the national assistance loan since 1999, million counts the home economics difficult student through assists students the loan to be able to enter the university smoothly and to complete the university studies. But, our country assists students the loan system development to be quite late, also has the flaw in many aspects, as well as has some problems in the concrete operation. Whether we can solve these questions properly and improve the system as soon as possible, will directly affects the harmony and stability of universities and societies.This thesis expounds the background, meaning, nature, significance and theory of the current national assistance loan. And the thesis looks back the developing process of China's national assistance loan, analysis the current study-aid loan implementation present situation and the existence question, the current national assistance loan existence's subject matter is: intensive disparity between supply and demand; and developed imbalance every district; policy-based loan contradicted with practical commercial operation process; it's difficult to implement the policy, and the loan student violation rate is high; the banks are lack of enthusiasm, which is intensified the"loan cherishing"phenomenon. The university management mechanism incomplete, did not take the responsibility. The author try to analyze those questions from the government, banks, the university, and the student's angle, proposed target-oriented countermeasures to improve the state study-aid loan policy, which advances the state study-aid loan policy steady development.This article innovation spots are as follows: First, it takes the state study loan policy and the implement environment as the research object, and extends the state study-aid loan policy to two dimensions: space and time, put the research center into a broader scope, improved the shortcomings of seeing problem in one-side.
