Curriculum design is the bridge to transform curriculum theory into curriculum practice. the level of curriculum design not only reflects the study results of curriculum theory, but also restricts the quality of education and teaching. To select and reorganize the current human knowledge is within the nature of the curriculum design. It concerns the living and development of humans in future societies, in order to indicate their values and statuses. The curriculum design value orientation is the center and direction of the design and operation of curriculum. The discussions concerning the curriculum design value orientation is the crucial way to enrich the moral facet of curriculum and to lead curriculum design to should-be state. Just as G·A·Beauchamp said:"the important thing of curriculum design is to consider the value".By influencing the choice of curriculum goals and curriculum course content and organization, curriculum design value orientation to control the whole curriculum design, thus affecting the activities of the curriculum. By interaction between personal orientation of the men who design the curriculum, making curriculum design more diversification and more connotation. The curriculum design value orientation formed and developed with extrinsic factors of a certain historical backgrounds, social conditions and the value of choice of the curriculum designer.Since the 20th century, there are many problems in curriculum design in western country, However, integration and pluralism are the main trends。But in our country, since the reform and opening policy curriculum design value orientation changed from Social standard which neglect the development of students′emotion and awareness to Humanism which pay attention to students′Perfect personality. Both of them have a positive role at different times. But both of them are also too paranoid in the curriculum design of basic education in China. From the reform and opening up to the late the 1990s, social standard is the main trend in curriculum design value orientation, which leads to the deviation of curriculum objectives and suppression of students′Comprehensive development. New curriculum reform has a new breakthrough in the course objectives and course content selection. But the course design values choose another extreme which is humanistic orientation ,and it leads to the tendency of"City Center" and "utilitarian" By analyze the change of the curriculum design value orientation since the reform and opening policy, we think there are some mistakes, just like, paranoid of value orientation, lack of local orientation, the unbalance of curriculum structure. The curriculum design value orientation of basic education in China trend to should-be state, the human culture of curriculum design goals, to integrate internationalization and localization in curriculum content ,the balance of curriculum structure.
