| This study focuses on the study of training modes of new peasants, it discourses problems on the present training modes, as below, disfunction of pensants'trainings, ossified management mechanisms, improper government regulation insufficiency of technics providing and founds in the background of the building of new socialist countryside. It suggests some doings to promote peasants'training such as further reforming of training mode, legal system supporting and government functions shift. To better serve the construction of new countryside as well as the national economy.The contents of the study include:Guiding principles for establishing training mode of new peasants, present modes of training and their advantages and disadvantages; training demand for new peasants; and measures for constructing new training mode.The study conducted a random sampling survey in 5 counties, distributing 200 copies of thequestionnaire.138 of them were collected with a collection rate of 68% and 136 of them were valid.The results of the survey indicates the peasants'need in training:firstly, technics of planting and breeding, secondly commerce and industry, thirdly construction and transportation services of technical and entrepreneurial skills. Peasants prefer short-term free training in particular. Government agencies, agricultural technology promotion stations at all levels, play a leading role in training; training capacity and effectiveness should be raised; peasants suggest the government make training plans according to their actual needs; farmers prefer "pioneer-led" training mode.This study proposes the following countermeasures:to establish a diversified training mode; to reform training mechanisms, including dynamic mechanism, operational mechanism and supporting mechanisms; to establish and improve four major support systems, i.e. the leadership and management system, law and regulation system, multiple investment system, and information network system; to improve training quality; to integrate and make full use of all resources available. The study draws conclusions:five training modes including participatory training mode, demonstration training mode, project-driven training mode, hotshots and the media-based training mode were adopted in Yueyang City. Counting on the average education level of farmers is only seven years in Hunan province, "pioneer led" training mode is recommended. Optional training modes should be adopted flexibly according to local reality.To sum up, the study suggests that further case study be conducted to perfect training mode and itsevaluation index system. |
