Research On Assessment System Of New Farmers In Chongqing Area Under Viewpoint Of Urban-rural Combination

Chongqing, as a national coordinating urban and rural comprehensive reform trial area, has an important strategic position in the promotion of balanced regional development and the overall situation of reform and opening. The "big city with a big rural" characteristic, which is Chongqing's main characteristics of a typical dual structure, determines that the problems of farmers are a major issue in the future development of Chongqing. The problems of farmers in Chongqing will directly affect the urban and rural development and the overall development of Chongqing. In the new historical period, what kind of the capacity and quality of farmers can meet the requirements of the times in the coordination process of urban and rural development of Chongqing. This study is based on this background.Aiming at the characteristics of new farmers, the article clarifies the meaning and the extension of the new farmers, and poses the concept of the new farmers from three different dimensions. Articles studied relevant theories about integrating urban and rural areas and cultivating new farmers by literature analysis and in-depth interview method, and analyzed the experiences about cultivating farmers in coordinating urban and rural area in Americas, Europe, Asian countries. Based on this, the article built its evaluation index system of new farmers from coordinating urban and rural area perspectives and divide this evaluation index system into a target, and then further broken down into second-level indicators and third-level indicators from four dimensions.With the new evaluation index system for the farmers, the article analyzed the current status of cultivating the new farmers in Chongqing, and found that there is a certain gap between the current farmers in Chongqing and the new demands of the farmers in education, comprehension of technology, business operation, civilization. Chongqing peasants have low literacy levels, conservative thinking, and scientific and technological level is not high, low-tech agricultural technology, low levels of sales of agricultural products, the weak ability to adapt to changes in the market and so on. Finally, the article puts forward corresponding countermeasures for the current gap between farmers and new farmers in Chongqing.
