?Since the reform and opening up, with the gradual disintegration of the "Government - unit" social system, "unit members" began to change as "social members". Social members'dependence on units has declined dramatically, while their dependence on the communities gradually increases. But in the process of social transformation, there are some new situations and problems, such as the failure of traditional all-round political system, short of the social welfare, low community recognition rate, lack of enthusiasm to participate. These problems are not only obstacles to the healthy development of our society, but also become risks and challenges for the Government of different levels. The reform of urban community management system is imperative.Against this background, the construction of community autonomy came into being. Community autonomy is promoted by the government to adapt to changes in the system of government and market economy in transition. The core idea of community autonomy is to straighten out the relationships between government, market and the community. Through the transformation of government functions, the development of social intermediary organizations and the reform of community organization, a form of new social management system to achieve self-administration, self-service, self-supervision will be made up. Theory of the third sector and the theory of civil society provide theoretical reference for our community autonomy theories. In the absorption of modern Western theories of community management, china's scholars carry out research and practice actively.Shanghai as an international modern city, the research and practice of community autonomy is in the first class all over the country. Through government-led "two levels of government, three-levels of management" of Shanghai urban community management system, the capacity of comprehensive management of the sub-district office and the status of neighborhood committees have been enhanced. However, due to late start of community autonomy and the lack of theoretical and practical experience, some new problems of Shanghai community autonomy have emerged in recent years. By analyzing the status of Xuhui District community autonomy, there are three predicaments of community autonomy, such as conflicts between incomplete transformation of government functions and needs of community management, double identity of the neighborhood committees and the slow development of social intermediary organizations. By introducing of sociological theory, it shows that there are five main causes due to the predicaments, such as the lack of community autonomy regulations, incomplete transformation of government functions, faulty community participation mechanism, defects of neighborhood committees, stunted social intermediary organizations. Focus on these problems, this thesis believes that a perfect system of regulations supply is the premise of community autonomy; rationalize government functions and regulating the operation of government power are the basis for the development of community autonomy; improving mechanisms for community participation is the guarantee to expand the overall participation of citizens; in addition, reforming neighborhood committees and developing social intermediary organizations will provide a great help to community autonomy.
