Research On The Evolution Process Of Action Logic Of Urban Community Neighborhood Committee

Community neighborhood committee is the key organization of urban community field,which can be used as a central observation point to peep into the effect of functional coupling and governance of urban community.Based on the current community residents' committees to run research more focused synchronic analysis and jurisprudential study,this paper on the theory of new institutionalism and structural functionalism perspective,from the perspective of structure changes and functional coupling,build a system environment,mechanism of action,action logic analysis framework,community residents'committees evolution can be divided into four structural transformation period,to explore the institutional environment transformation type of community residents' committees action logic structure and its evolution of the structural and institutional root causes,and then clear the community function coupling and reshape city communities.The starting point of the paper follows:the role and status of the community residents' committees to determine the function of clutter and functional diversity,is bound to shape the multiplicity of its action logic,but different institutional environment also embed a dominant action logic,which dominate the logical mapping fundamental factors affecting the operation of community residents'committees and the community in the field of type structure,so the abstraction of the logic on the stick to the main dominant logic.The community field action mechanism is divided into national integration mechanism,community cooperation mechanism and institutional autonomy mechanism.The study found that initial stage(1949-1957),the founding of new China,the community field mechanism is mainly composed of national integration mechanism,community cooperation mechanism and institutional autonomy mechanism of three parts:national integration mechanisms present political and community to cooperate in the early show collective,institutional autonomy mechanism present autonomy,three kinds of mechanisms to shape the dominant logic of collective community residents' committees:the political logic of national integration and system arrangement of autonomous logic.The great leap forward to the cultural revolution(1958-1976),national integration mechanism of the highly politicized,the height of the mechanism of community and collaboration collective and institutional autonomy mechanism of suspended,shape control mechanism of political consciousness and political mobilization mechanism of collective,two kinds of mechanisms to shape the dominant action logic of the political community neighborhood committees:present political logic and collectivism consciousness control logic.Double-track period(1977-1992),national integration mechanism of political decay,community cooperation mechanism of the recovery of economic orientation and institutional autonomy mechanism,shape the community field mechanism of action of disruptive:market efficiency of embedded system and unit spilled management mechanism,the mechanism of action of chaos in the community residents'committees dominant logic fickle kinds:present the revitalization of the result of the economic logic and role of the district management logic.Since the new era(1993-),national integration mechanism of the identity of the administrative mechanism of embedded,community and collaboration,strengthen the legitimacy of the institutional autonomy mechanism,professional shape field mechanism of action of the community ZhiHengXing:multiple integral service mechanism and administrative mechanism of resource dependence,under the background of community governance innovation community residents'committees being reshaped action logic,but its reforms in difficulties and to face security administration paradox,community residents'committees are still around governance oriented service logic and the legality of administrative logic relationship attachment struggle.Finally,this paper draws four basic conclusions:first,the evolution of the logic of community committee's leading action:the logic of collectivism--the logic of political consciousness--the logic of economic orientation--the logic of legitimacy;Secondly,the logic of community committee's action is multiple,but it always caters to the needs of national governance as the leading logic.Thirdly,the two functions of neighborhood committees are indispensable.Fourth,the community neighborhood committee faces the legal dilemma.On this basis,the reform of community committee and the remoulding of urban community community are discussed.
