Chinese-foreign colleges or universities cooperatively-run schools are newly developed, while we have had few knowledge as well as research on that so far. We should pay much attention on Chinese-foreign Cooperation in Running colleges or universities. In this paper there is a brief introduction on Chinese-foreign colleges or universities Cooperation in Running colleges or universities, and the basic theory of talent training model. Through systematic analysis on the talent training model cooperatively run by Chinese-foreign parties within college international business of Shenyang Normal University, we emphasize on the study of modeling principles, and measures, as well as the implementation strategy. In this way we attempt to find a talent training model within Chinese-foreign cooperatively-run schools, which will boost the modernization of our country's' higher education, tangibly improve the quality and the competitiveness of our country's higher education.There are five chapters in this paper. Chapter One will introduce the concept of Chinese-Foreign cooperatively-run schools, and talent training. And there is also a summary about the international research on that model in this chapter. In chapter two, we will talk about the development of Chinese-foreign cooperatively-run schools in our country; expatiate on some models of talent training within colleges or universities in our country after the founding of People's Republic of china, and some models of talent training under the background of Chinese-foreign cooperation. Chapter three is based on the modeling theories of talent training, with the example of college international business of Shenyang Normal University, and we will analyze the status quo, the features, and the problems of talent training modeling in the College of International Business. Chapter four is about modeling principles, measures, and the implementation strategy. The fifth chapter is conclusion, and we will find some places need improving for this study.In this paper, by innovatively dissertating the different opinions for talent education, we make clear the connotation and extension, and the basic attributes of talent training modeling, and bring forward the modeling principles, measures, and the implementation strategy.
