Nursery Management By Objectives is by the goal a series of management which carries on for the center. It is always the target as the starting point and destination, with particular emphasis on objectives guide actions, achievements and contributions to management activities as the focus, em-phasizing the overall sense of goals achieved. Management By Objectives is a system of management, is also a self-management approach, an emphasis on results-based management approach. So it is suitable for a certain initiative, but also to the realization of self-worth group of kindergarten teaching staff management。It was in 1990s that MBO was introduced in nursery, and the later effects proved that MBO has played an important role in improving Nursery Management Level and Efficiency. However, MBO was put forward against business administration, and due to the characteristic property of Nursery Management own—the instructive, there have appeared to be some problems since MBO was applied in nursery, which hindered the improvement of Nursery Management Level. Most of the nersuries in Linhe Prefecture have applied MBO, in order to improve the efficiency of management. During these years after they put MBO into use, there also have appeared to be some problems that restrained the efficiency of management from improving. We hope that ,by researching the current situation and existing problems of the execution of MBO for Nursery, and finding issues against those problems, we can improve Nursery Management Level in Linhe Prefecture and provide some experience to other nersuries for reference.In this survey research, we have given out questionnaire to the teachers of 10 nurseries in Linhe, and interviewed 6 Kindergarten Heads, as well as 2 Heads of Edification Department, in addition, we have made concrete application of Official method, questionnaire and interview survey during the process of this survey research. Through the quantitative data obtained from the 120 questionnaires filled up by the teachers and staffs, we have summarizeed general conclusions after analysis, and then we have chosen 4 of all the the kindergarten heads to make an interview, and we completely acquire the material about circumstances related to the implement of MBO for Nursery. By analysing the causes that influence the efficiency,we obtained the authentic and and reliable material.By taking MBO for Nursery in Linhe Perfecture as an example, and combined with the material collected, this survey, on the basis of analysing the studies on theories and practices of MBO, the studies on theories and practices of School MBO, and relevant researches on MBO for Nursery, has made an introduction of the general situation of the implement of MBO for Nursery in Linhe Perfecture. First of all, the implement of MBO for Nursery in Linhe Perfecture can be divide into three stages, ie. the Stage of Infancy, the Stage of Progressive Improvement, and the Stage of Deepening. Secondly, according to the survey, MBO for Nursery in Linhe Perfecture has achieved preliminary results, both the education director branch and the nersuries has established a more perfect MBO Evaluation System,which has taken an significant effect in improving the Nursery Management Level. Thirdly, although MBO has made a great impact on Nursery Management, there still exist some problems in the aspects of Objective Setting, Objective Deconstruction, as well as the controls and evaluations in the process of executing MBO. The reason is that, there have been deviation on thoughts knowledge structure, between the teachers and staffs in nersuries; they lack democratic participation, effective communication, feedback, amendment, and Supervision mechanism; the Evaluation Cycle of MBO for Nursery has been too long; the school-run nurseries are short of autonomy for running it; the force of guidance and check by the education director branch, is not enough.Finally, in allusion to the problems existing in the execution of MBO for Nursery, we have brought forward opinions against this phenomenon from the aspects of the preparation before the execution of MBO for Nursery, of ensuring the process of MBO smooth, of ensuring democratic participation, of nursery organizational culture, of the autonomy of shool-run nersuries, and also of the education director branch. |
