| Under the background of knowledge-based economy and developing the country through science and education, the appearance of University Town has met the urgent need of local economic development and campus expansion because of the popularization of higher education. In the past few years, University Town started an upsurge in development and construction in China. But because the related theoretical system and the practical management mechanism had not been established and perfected, numerous problems cropped up in the course of construction and development. In particular, the phenomenon of rapid development and the problem of effective management attract strong attention.Firstly, through the research of foreign mode of development and the development background and the function of Chinese University Town, the thesis has a macro-understanding of the entire history from the establishment of University Town to coming into China. However, behind the booming of University Town, there have been some problems and hidden troubles in development. In China, University Town has just sprung up. The experience of foreign University Town is not suit for China. So we need to grope for the rules of Chinese University Twons. Because of deficiency in management mechanisms and patterns, it is hard to keep the balance of interest among society, government and universities and it leads to a series of embarrassing situations. Next the thesis introduces the current development situations and problems of University Town in Shandong and it also introduces the construction background of three major University Towns (Changqing, Qingdao ,Rizhao)on four levels. On the national level, it is to meet the need of developing the country through technology and education. On the level of Shandong Province, it is to meet the need of economic development strategy. On the regional level, it is to meet the need of economic development. On the level of university, it is to meet the need of improving resource utilization. Secondly, the thesis sorts out the course of development of University Towns in Shandong. Thirdly the thesis focuses on the current development situations and problems of University Town in Shandong. Through the analysis of the construction models, problems and issues of University Towns in Shandong, the thesis points out the defects of University Towns in management. And it finds a solution to perfect the management model of University Towns in Shandong. First of all, the thesis finds out the differences and gaps between foreign University Towns and Chinese ones from the following five factors. These factors are to create a free academic and cultural environment; to construct the ideology and policy system of University Town; to improve the educational management system of University Town; to perfect the management system of logistics service; to improve the support system of operation and management and to perfect the management patterns of University Towns in Shandong.Based on the study of status and problems of the above University Town, the thesis proposes the trend of the modern University Town. We should firstly understand the role and the significance of constructing a modern University Town. The second is to build an idea of the University Town - independence, openness, and sharing. The third is to indentify the reciprocity of University Town, University Science Park and the community. Based on the status of the development of University Town, this research analyzes its background and model of construction and management.University Town is still in early stages not only from its form and size but also from the rate of development. Some important problems remain to be answered, such as, how to develop University Town, which factors are vital to the development of University Towns and what is the meaning of its sustainable development. Given the importance and the wide-range of the phenomenon, these problems are not just regional, but will also be national.
