The upgrading of Internet penetration rate provides more convenient conditions for the development of online education. Also, online-learning breaks time and space constraints of the face to face teaching, and creates a more relaxed environment for learners'autonomy and cooperative learning. So it is expected that there will be a good development about the online-learning in the next few years. However, in recent years, drop-out phenomenon has also been a serious problem in the open education institutions. Having chosen the online-learning, why did they drop out of school? Why did they make the choice?The online-learning identity has some characteristics of behavioral tendencies, which is an important aspect in influencing learning behavior. Therefore, it is need to adopt strategies to promote learners'online-learning identity, do some changes in behaviors, and then eliminating the high drop-out rate of online-learning phenomenon gradually.The paper traces the concept of identity in psychology and in sociology firstly, then proposes the concept characteristics and formation mechanism about the online-learning identity, and put forwards some strategies to spend conformation, assimilation and Internalization three stages according to the basis of the formation mechanism. In the phase of implementation, using Moodle platform, implement strategies for the promotion of online-learning identity in the "Modern Distance Education" course, and verify the feasibility of the promotion strategies.
