The fair education is the important content of social justice, and it is the extension of social justice in the educational fields. Under the context of the comprehensive social reforming today, to realize the fair education has already been the attention of the entire society, and has been recognized as one of the significant aspects of harmonious society documented in the 17th Report of the Communist Party of China. As one of the important segments of public education, the elementary education characterizes as comprehensiveness, foundation and precursor of the education in other phases. It has dual meanings - to the personal development, it's served as the beginning of everyone's lifelong development; to the social development, it's not only serves as the balancer and stabler, but also as the prerequisite to safeguard the fairness of education in the other phases. Given the essential and important role that the elementary education plays in the public educational system, the author treats the fairness of the elementary education in Huhhot as the entrance to study the overall fairness of the education from the angle of the public policy, which will be meaningful in terms of theory development and real practice. The elementary education in this article particularly refers to the Nine-Year Compulsory Educational System (from the first grade to the ninth grade). Through the analysis on the attributes of the education in this stage, the author considers the elementary education as the pure public goods, which should be provided by the government. The author thinks that the fairness and efficiency are not opposite in pursuit of the fairness of elementary education, which by itself means the realization of the efficiency. In the long run, to realize the fairness of the elementary education would be the maximal efficiency that we can achieve for the elementary education. Simultaneously, the fairness of the elementary education does not oppose pedagogue's freedom to choose. The author explores the deep reason of the unfairness of elementary education by enumerating its status quo. It is believed to some extent that it's the absence, flaw, and error of the public educational policy and not the pedagogue, the educate themselves or the natural reasons lead to the unfairness of the education. Some unfair phenomenon which are legalized and institutionalized under the escort of the wrong public policy has caused the vicious circle of the unfairness of elementary education. The specific reasons mainly include the orientation of the outstanding personnel and the flaw of the educational administration management function during the transition period, and so on. As the key point of this article, the author also explores the related countermeasures to realize the fairness of the elementary education from the angle of public policy via analyzing the unfair phenomenon of the elementary education in Huhhot.
