Changzhou College Town lies in the Yangtze River Delta, which is the first college town that is greatly characterized with higher vocational education, it is also the key construction projects defined by Jiangsu provincial government. With the development of modern manufacturing and the optimization upgrade industrial structure, China needs a lot of excellent versatile and practical management talents, which is the foundation of"Chinese Manufacturing". In the 21st century, the focus of school education converts into quality education, as we all know the health is the essence of quality education, which plays a very important role. Therefore,"The health is the most important thing in all school education.", which is submitted by the Sate Council. Changzhou College Town is a young higher vocational education area, which lacks solid cultural foundation, especially in sports cultural construction. So constructing the sports culture of Changzhou College Town is good to create the right sports culture conception, cultivate better body health, social ability and promote communications among different colleges, which will have a positive influence not only on setting up the total image of Changzhou College Town but the development of college physical education.The survey results indicate that there are all kinds of elements which limit the sports culture construction of Changzhou College Town. It is lack of sports and material cultural construction, the complete physical education system is not formed, the physical education regulations need to be perfected, and the sports spirit is eager to be promoted. The students'physical education conception is innovative, they need the further proper guidance. The schools in city areas haven't formed the ideal, universal and relatively stable sportsmanship. The physical knowledge that the teachers taught is quite different from what the students really want to achieve, the quality of teachers and the construction of professional ranks needs to be improved, and the other teachers'cognition on physical education also needs promotion. In a word, the potential of physical education development is great, but the sports cultural construction needs to be improved in all aspects. The elements of restricting the physical education construction can be divided into the following several parts, the limitations of the cognition on campus physical education, the lack of faculty and funds, the backward management system, the bad physical quality of students, and lack of the interaction on sports culture among different schools.The findings show that Changzhou College Town is lack of sports and material cultural construction, the complete physical education system is not formed, the physical education regulations need to be perfected, and the sports spirit is eager to be promoted. We hope to reform and innovate the construction and development of campus sports culture in college town. We should efficiently use the physical education resources of all the colleges, facilitate the share of physical education resources, innovate the education system and the management system of physical education, which really provides the college town and the vocational higher education with the best means to develop themselves.
