Currently, teacher education in china is in a historically crucial period of transition and development. During this course, especially in the background of quality education and newly curriculum innovation and attaching importance to the teachers'professional development, enhancing the teachers'training of primary and secondary school have an important meaning for elevating the teachers'diathesis and the quality of elementary education.This study is based on the teachers'training of primary and secondary school in Shandong Province, making investigations to the 282 teachers of primary and secondary school of Weifang City, Zibo City, Jining City, Linyi City and other places with the methods of questionnaire, and making data analysis on the attitude and purpose, time, type, content, form, pattern, condition, effect, evaluation and trainers or training institutions of the teachers'training of primary and secondary school. The purpose lies in fully finding out implementation of the teachers'training of primary and secondary school, extracting the main problems about the teachers'training of primary and secondary school at the practical level, and putting forward the corresponding settlement tactics.The results of research show that the teachers'training of primary and secondary school in Shandong Province has achieved some effect in practice:having sufficient knowledge and importance to the teachers'in-service training of primary and secondary school; types of the training tend diversification; the pattern of training emerged encouraging exploration. However, through research, I find that there are still some problems about the teachers' training of primary and secondary school:the funds of the teachers'in-service training of primary and secondary school are still to be done; the content of teachers'training focused not strong enough, and the theory and the practice are separated from each other; teachers'training becomes a mere formality and effectiveness are not strong enough; the enthusiasm of teachers participating in training is not too high, and utilitarian is stronger; the training time is insufficient, and the contradiction between work and study is too prominent; the evaluation and incentive mechanism of teachers'in-service training is not perfect enough; training institutions often do things in their own ways, trainers or training institutions pay little attention to the actual demands of teachers' in-service training of primary and secondary school.Combined with the actual of teachers'training of primary and secondary school, the author puts forward the corresponding strategies:to enlarge the investment to teachers'training funds, and construct the financial security system of the teachers' in-service training of primary and secondary school; to strengthen the relevance and applicability of training content and enhance the effectiveness of training; to adopt flexible and diversified training methods, and mobilize the teachers'enthusiasm of participating in training; to arrange for time of teachers'training reasonably, and provide the time protection for teachers'training of primary and secondary school; to improve the evaluation and incentive mechanism of teacher in-service training of primary and secondary school constantly; to make the training institutions become more perfect, and develop the training of trainers.
