Power Operation In Rural Arena Politics

Birth control is considered the most difficult thing in our country. This work has a tie relation with the interest of the central authorities, local governments, the grass-roots governments and people. It also involves the conflict between national policy and folk traditions, so observing the implementation status of national policy in the grass-roots is a very good viewing angle to study rural power operation. This article studies the process of preparing for birth control inspection in H town in Southern Hebei, adopts the method of "procedure-event" in social science and deep description in anthropology and mainly descript birth control policy's implementation and operation status in grass-roots, to reveal the secrets and logics in rural arena political power operation.This article can be divided into five parts, the first part is preface, it mainly introduces the basic conditions of this research from the meaning of topic selection, document arrangement, research method paper structure and material source.The second part is the background of preparing for birth control inspection, mainly introduces the basic information of myself, I acts as an selected graduate excellent in both study and morality with Bachelors'degree to work in H town which can well let the readers understand my identity and position in this story. This part also tells the readers this case's general status from four points such as geographic environment, history evolution, economic status, folk customs and so on.The third part studies the process of preparing for birth control inspection. The author adopts the methods of "procedure-event" in social science and deep description in anthropology to tell the story of preparing for birth control inspection in H town. The story can be divided into following parts, the field scene of inspection, the actual conditions behind the inspection, various sides'strategies before inspection, the interaction among different sides in inspection and the unsatisfying results after inspection. The author tries to describe the conflict between the central authorities and folk tradition and the interaction among birth control departments in different governmental levels, cadres in village, town and county and people.The fourth part is the conclusion. The author tries to summaries power operation's characters in rural arena politics and the factors which cause these characters and the results through the story described above. Meanwhile, the author makes a detailed analysis to complete birth control policy, reform grass-roots birth control departments and how to improve policy implementation ability.In the last part, the author also tells readers how to tell the story which involves my different identities such as event participator, field observer, story teller and ethics puzzler.
