| The research tries to explore the current phenomenon of competition for quality students in high schools, which appears quickly, but yet not caused the researcher to pay attention. This research based on the information from the empirical investigation in F and L city of G province and the data sampling from newspapers. The research follows the New Institutionalism paradigm of Samuel Bowles, ties to analysis and clarifies this phenomenon from microscopic level to macroscopic level.Chapter One mainly presents phenomenon characteristics of competition for quality students in high schools, and proclaims that fair competition and anomie which coexisted in this phenomenon are producing profound effect on the society.Chapter Two analyzes thoroughly the benefit mechanism and behavior logic of four stakeholders in this phenomenon, which respectively were high school, excellent student and their parents, local educational administrative departments and junior school. The result reveals that the motivations of each stakeholder are pursuit not only for education quality, but also for the benefits which should not pursuit in education.Chapter Three explains the social and institutional reasons of this phenomenon. The research found that competition for quality students is a normal phenomenon under current social structure. But the anomie can be induced to three following reasons. First, under the imperfect examination system, people one-sided take the proportion of students entering schools of a higher grade as the evaluation criteria of education quality. Two, people pursues economic benefits in education. And the last,deficiencies of the corresponding rules and regulations immediately caused this problem into realization.Chapter Four propose some suggestion based on the "New Public Service" theory. The research claim that government should undertakes the primary responsibility to resolve this "Tragedy of the Commons". |
