In the new century, the eighth basic education curriculum reform in a broad advance across the country. New curriculum reforms to establish evaluation system of development of students "all for the development of students, for development of all students, to develop students' all, and student development-centered". Evaluation of Student Development is also deepening from theory to practice.Language learning is the "cornerstone" of learning, and the basis of students' understanding the community and the social. Primary school students not only acquire knowledge, more learn how to learn, develop good habits and the spirit of innovation. In teaching practice, old evaluation bind with the thinking ability of students, and don't conducive to the innovative spirit of students, and longer meet in this era. There are Eritrea to be resolved in the evaluation of language teaching in the summative assessment in a long-term. So, in language teaching, Educators should strive to explore the direction of assessment program that conducive to overall development of studentsThis article is divided into four parts.The first part is an introduction. It explains the origin of this study, the basic theory of development evaluation, the history of evaluation of student development at home and abroad, the current in our country, the concept explanation of development evaluation, and how to establish the program of evaluation.The second part highlights the main problem in this study, elaborats on the objectives of this study, methods, ideas, and research framework, the emphasis and difficulty in this study, and research tools.The third part is the main part of this article. It presents the process of practice in development evaluation of primary school students. On the first scene into the case, surveys, interviews, observe into classes, and find the current problems in students'evaluation, and analyze the reasons, build the programs of students' evaluation in language teaching.The fourth part is the end. Researchers on the process of program implementation difficulties and problems encountered are summarized, and its reflection, recommendations for improvement, draw conclusions.
