Abstract/Summary:
To meet the continued demand for teacher educational reform, there is growing national interest in performance-related pay in K-12 public education of the U.S. In recent years, due to financial crisis and its impact, the public schools experienced varying degrees of financial crisis. These conditions have already led to experiments with performance pay in many states and districts, but here is the key question:will performance pay be done in ways that are helpful to students and teachers or will it continue to repeat the mistakes of the past, including the failed merit pay efforts of early 1980s?Chapter 2, this paper considers some U.S. performance related pay programs in K-12 education system starting with district-and state-level programs and then national-and federal-level initiatives from a historical perspective.Chapter 3 reviews Performance-based compensation plans which can be derived from several theoretical bases.Chapter 4 focus on the contents, types and the system design and measurement of performance related pay programs, suggest that standards of adequacy checklist for designing performance pay system.Chapter 5 summarizes four Challenges of performance related pay programs.Chapter 6 presents a case study of ProComp and summarizes the characteristics of performance related pay programs.Chapter 7 Presentation and Analysis of Data, and Summary, Conclusions, and, present the study's results and include a discussion of the relevancy of the results and Recommendations to teacher performance pay in China.
