Since entering the 21st century,China’s teacher education team has been growing,and teacher education team building has received increasing attention.Teacher training requires scientific policies,and teacher training activities need to be undertaken by teacher educators,so the improvement of teacher quality depends on the scientific nature of teacher education policies and the professionalism of teacher educators.As the first country in the world to reform teacher education,the United States has promoted the reform of teacher education through the development of scientific teacher education policies,thus improving the quality of teacher education.Along with the progress of the times,the state needs to develop teacher education policies that conform to the different times to promote the reform of teacher education,and the development and implementation of teacher education policies inevitably affect all aspects of teacher education,especially the related groups connected with it.Therefore,teacher educators,as an important group in teacher education,are bound to be affected by the development and implementation of teacher education policies.The responses of teacher educators to different governmental teacher education policies and the impact of different governmental teacher education policies on teacher educators are the main issues addressed in this paper.This study takes the teacher education policies of the Bush and Obama administrations in the United States as the object of study.Based on stakeholder theory,the main group affected by the formulation and implementation of teacher education policies-teacher educators-is selected and used as the perspective.We analyze the background,content,and responses of teacher educators to teacher education policies of the two administrations;compare the similarities and differences of teacher education policies of the two administrations,and also compare the differences and connections between teacher education policies of the two administrations on teacher educators;and summarize the author’s thoughts on the impact of teacher education policies on teacher educators in order to provide a reference for the enactment and revision of teacher education policies in China.The study is divided into six parts.This study is organized in six parts.The first part is the introduction.The first part is the introduction,which introduces the research background and significance of this article,and reviews the relevant literature,defines the relevant concepts,and elaborates on the research content and main innovations of this article.The second part describes the theoretical basis for writing the article and the current situation of teacher educators in the U.S.It adopts stakeholder theory to analyze the research object,and also introduces the professional identity and role of teacher educators in the U.S.,their sources,and teacher educator associations to analyze the current situation of teacher educators in the U.S.The third part introduces the teacher education policies of the Bush administration,by introducing the background of the formulation of the teacher education policies of the Bush administration,the content of the text,and analyzing the impact of the teacher education policies of the Bush administration on teacher educators and the responses of teacher educators to the teacher education policies.The fourth part is about the teacher education policy under Obama,which focuses on the background of the Obama period,the content of the policy,and other aspects to explore the opportunities and challenges brought by the teacher education policy under Obama to the majority of teacher educators and their responses to this policy.The fifth part is a comparison and reflection on the impact of U.S.teacher education policies on teacher educators in three main areas.First,it compares the teacher education policies of the two administrations;second,it compares the effects of the two administrations’ teacher education policies on teacher educators;and finally,it summarizes the author’s reflections on the effects of U.S.teacher education policies on teacher educators,with a view to providing useful ideas for China when formulating related policies. |
