A Study On

'Standards-Based Curriculum Reform'is the main content of the American curriculum reform and development in the fundamental education since the 1990s and also the foreland of comparative study, the angles range from curriculum to instruction. The United States follow the steps to complete its school education, first state board of education sponsors curriculum standards, then organizes to develop curriculum framework to explain content standards, describes curriculum and instruction, and gives suggestions to compile teaching materials. These steps entail instruction to better meet the requirements of the content standards, and get the best of teaching results. In consideration of the bridge role of'curriculum framework', this paper chose to study as a model case, analyzes its functions in the fundamental education of the United States, hopes to provide an reference use for the curriculum reform in our country.This paper is composed of an introduction and a text, which includes four parts. The author tried to make a basic and comprehensive analysis about the origin of Language Arts and its evolvement,'curriculum standards movement', and the background and characters of'curriculum framework', introduces, to make clear the content, organization, procedure and principles as well as its functions, so as to discuss the American experience and revelation for our country.This paper gave the following conclusions:'curriculum framework'is a bridge from curriculum standards to instruction; it has the function of describe content standards, conduct instruction and guide to compile instructional materials. These functions of curriculum framework enable the content standards to be maneuverable, and to develop a deliberate curriculum framework will benefit monitoring progress and quality of instruction; to make best of the developing process, the factors such as the components of personnel, standards explanation, suggestions to compile instructional materials should be taken into consideration.
