| “Standards-Based Curriculum Reform†or "Standards-Based Movement" is themain content of the American curriculum reform and development in elementaryeducation since the1990s. The U.S.Department of Education not only formulated thenational Social Studies curriculum standards but also encouraged and aided thestates to draw up their Social Studies curriculum in this education reform. As themodel of this reform, History—Social Science Framework for California Public Schools(K-12),issued by California Department of Education, has been aroused greatattention in the education circle of the U.S. The author tries to study thecharacteristics, the functions and the experience of the standards systematically,deeply and comprehensively.
