Under the time background of globalization, knowledge economy and informationization, in order to raise high quality person who has the innovation ability and enhance the international competitive power, in 2001, the ministry of education of the People's Republic of China has distributed the notice about "the summary of the elementary education curriculum reform (implementation)", raised the new turn curriculum reform. In order to advancement of the new curriculum reform and implementation of the education for all-around development, some scholars have conducted the thorough fundamental research and the practice exploration which revolved transformation of teacher's teaching method and student's learning way from the different angle of view.Based on classical theory, for example D.P.Ausubel's meaningful learning theory, C.R.Rrogers's significant learning theory and R.E.Mayer's viewpoint of meaningful learning and so on, this paper limits the concept of " meaningful learning " , and according to the implication and the characteristic of network environment, elaborates the supportable function of network environment to"meaningful learning". On this basis, according to the concept of "meaningful learning" and the theory of instructional design, the author conducte the systematic research about essence, principle, rationale and process of instructional design of "meaningful learning" in the network environment. In order to confirm the scientific nature of the above research results, the author design two "meaningful learning" cases and conducte the practical research with the aid of the network teaching platform. The practice indicates that the instructional design of "meaningful learning "is advantageous in helping the student to understand the outside world, raising the ability of solves the question, developing and the consummation unceasingly. It proves that the research results of this paper is scientific nature to a certain extent.This paper carries study systematically about the instructional design and application of "meaningful learning" from the angle of view of educational technology. The research results developes the research visibility of " meaningful learning ", enriches the research results of instructional design, has certain significance to advancement of the new curriculum reform and implementation of the education for all-around development.
