Compulsory education, basic education of a nation, plays a fundamental role in improving the overall quality of the nation. The study shows that elementary education has higher social benefits than higher education and makes the largest contribution to the economic and social development in developing countries. As the world's largest developing country, China has popularized its compulsory education basically across the country, but many problems remain: First, compulsory education develops at a low level and we have to improve the quality of education; Second, the gap is increasing in compulsory education between urban and rural, and in the field of education "School Choice" is the priority to be given the consideration because it concerns the people of all walks of life. Besides, it affects the harmonious development of education and social stability. Teachers are the primary resource and when making a choice of a school, parents give the priority concern to the teachers of this or that school, "School Choice" is rooted in the imbalance between the development of inter-school and the lack of high-quality teacher resources.The existing studies mostly focus on the balanced allocation of resources for teachers. Few studies discuss the problem that how to develop the teaching resources in existence. This thesis applying human resources theory and the theory of allocation of resources analyzing the factors that optimize the allocation of teaching resources for middle school at government and school levels and putting forward the goals and principles and specific methods of optimization the allocation of teaching recourses, aims at optimizing the allocation of teaching resources for middle school , combining the theoretical methods with the empirical method in an attempt to better understanding this problem.
