This thesis discusses the relative issues on the policy of tuition-free pedagogical students. This policy was made by state council of China PR in 2007, and only six normal universities that are attached to the ministry of education, have the author to enroll tuition-free students. However, this policy is so limited that a few students who want to denote themselves in education can benefit from it, which implies that the ministry of education can extend such a positive policy to local normal universities. We analysis the tuition-free policy according to discussing the impact on students, normal universities attached to ministry of education and local normal universities, and research the necessities that extend the tuition-free policy to local normal universities, especially to the normal universities located at Western part of China. Meanwhile, the target of this policy is to improve the quality of teachers who work in the field of primary education. Since the gap on the quality of education between the urban and the rural part is very large, how to cover the gap is an arduous task for Chinese government. The low quality of teachers is a severe social and political problem in China, which may affect the sustained development in the 21st Century of the country. We must realize that the pedagogical education is still a public good, thus the externalities of it should be compensated by government. After all, the purpose of tuition-free pedagogical students'policy is to better the quality of education all over the nation. We conclude that the central government should extend the policy to local normal universities, which is the unique way to change the conditions of education in the long term.
