However, with the development of the society, this policy begins to expose more and more defects.China is a multi-ethnic country, there are great differences among different ethnics and regions when it comes to culture, economy, customs and natural environment. The development of economy of different regions requires different tactics based on the local situation, so dose the development of the local education. The local educational authority shall develop curriculums with distinctive local features in a timely manner, and the curriculum supply policies shall be diversified. The three-level management policy proposed during the new curriculum reform is the reflection of these needs. The development of local curriculums in Damao County becomes a necessity against the social trend and actual needs. Damao County was mainly composed of Daerhan tribe Mao-Ming tribe in the history and has been a haven for many minority ethnics for many generations. As an important crossing to the mainland and a geographical stronghold in the history, many famous wars have taken place on this mysterious old land, including"Mutiny of Wanggu Tribe","Counterattack of the Outer Mongolia Invasion","Bailing Temple Riot","Bailing Temple War"and so on. Damao County is abundant in gold, RE, iron and other resources. It also harbors a lot of places of interest and historical sites, such as Yinshan Petrogram, Great Wall of Yuan Dynasty, Great Wall of Han Dynasty. There are also many famous ancient cities, with many ancient tombs and artifacts being found. All these contribute to the reach culture heritage of Damao County, which are great potential sources for the development of new curriculums. The final goal of the development of local curriculums is to promote the progress of people. Students are the direct target and the essential part of education. Facilitation of the development of students has been and will always be the focus and essence of education. When it comes to development of curriculums in Damao County, personality and characteristics of students shall also be taken into consideration. The development of local curriculums can compliment the national curriculums and facilitate the development of ethic, aesthetic and scientific education. The development and research of local curriculums are necessary both in terms of the comprehensive development need of the students and Damao County in the long run. During the research, we found that three are many problems in the development of local curriculums, both in the area of leadership, teachers and students.In the end of this paper, the author proposed some specific solutions for the problems that might arise during the curriculum development process.
