The State Council officially approved Chongqing to be the national overall planning of urban and rural comprehensive reform pilot area in June, 2007. Urban and rural overall planning reform is a full range of innovative practice on economic, finance, education, science and technology, which has brought historic opportunities and challenges to Chongqing. Urban and rural Overall Planning requires reducing the disparity and realizing the coordinated development of economy, which are the guarantees for the development of well-off society and promoting virtuous circle of economic. Theory and practice show that under certain conditions, education has an impact on economic development, whether urban or rural. So from the perspective of the development of education to explore concordant economic development in urban and rural area in promoting urban and rural reform in Chongqing is significance. Based on the analysis of the development of education and the status quo of urban and rural economic development ,the paper analyses education's direct and indirect impacts on urban and rural economic, then it goes on to formulate theoretical framework between education and the coordinated development of urban and rural economic. Theoretical framework discussed the economic gap formation and the expansion of urban and rural in terms of historical policy, capital flows, labor flows and commodity markets .Education through its social and economic functions can have effects on the gap between urban and rural economic to restrain and narrow the economic gap between urban and rural in equilibrium.Based on the construction of theory frame of education and urban and rural economic coordinated development, the article do an empirical analysis on education and urban and rural economic gap of Chongqing using the data related to economic development from 1985 to 2007. Empirical results show that the gap between Chongqing's urban and rural economy has been out of the normal range, implementing urban and rural economic coordinated development is inevitable. Empirical results also indicate that coordinated development between education and urban and rural economy also didn't realize yet, and all Levels of education (especially tertiary education) contributed little to rural economic development, education also wasn't able to suppress the yawning gap between urban and rural economy. The author conducts a study on why education can't prevent the gap between urban and rural economy from expanding, research results indicate its root lies in imbalance development of education. There are three concrete manifestations of education imbalance development, i.e. fairness, investment and sustainability problem of education. The key to realize coordinated development of education and urban and rural economy is to balance urban and rural development. Finally, the author puts forward related policy suggestions to coordinate the development of education and urban and rural economy under the background of balance urban and rural development. to achieve coordinated development of education and urban and rural economy, we should improve the investment regime gradually, attract people to join rural economic construct realization, realize the education fair idea through the policy making laws and regulations, optimize educational structure, prioritize rural secondary education, fully display higher education to rural economy promoter action and strengthen the rural teachers troop construction and so on.
