With the advent of the 21st century, investment in China's higher education system has undergone major changes, the original system of higher education and model which is only run by the state has been replaced. With the deepening of structural reforms in the institutions of higher education, since 1999, its constant expansion has not only greatly meet people's urgent desire for higher education and thus motivate domestic education industry, but also bring about it the golden opportunity to boom. However, in the light of the striking conflict between the fast-developing career and funding shortage it suffers, it's really a challenge for our government to strike a balance. Considering the situation, we can find the research of the sources of construction funding for public institution of higher education practically significant.Thesis is divided into five chapters. The first one demonstrates the background of our research, and points out the purpose as well as its practical significance. The second chapter tells of the general theoretical analysis and legal significance of the research. In the third part , we give the account of current situation in China. Chapter IV contains the introduction of some developed countries statue in this field and its reference significance. Chapter V, following the earlier statements, brings forth our recommendations.
