Every area society economic growth has been affected directly by rationalization degree of higher education district structure, as well as every area coordinated growth and the relation of educating fairness and efficiency, therefore, the studying higher education district structure has significant theory and immediate significance. The thesis tries to display the changing characteristic of higher educational layout structure during the popular course of higher education since 1999, by using quantitative analysis method and quality analysis method, hoping to make a few bases for perfection and adjustment our country higher education layout structure further then.The thesis is composed of five parts in total. In Part One it has expounded on the selected topic background, the studying significance and method, and the document studying has summed up. In Part Two , emphasizing from three dimensions, such as institutions of higher learning quantity, student quantity in higher education, level layout in higher education, the change trend characteristics to higher education layout, have been described with the objective, by arranging 1999, till in relation to in 2006 data.
