In the background of rapid development of education in China, teachers' willingness, serviceability, ability, and responsibility directly influence the quality and success of education in future. However, education system is not well developed in all area of China. As well, its further development is procrastinated by the differences in education funds among different areas, cities, and towns. Through a specific analysis on such cost-sharing system, this paper focuses on the willingness and ability of participants in teachers' continuing education. It expects to build a more reasonable cost-sharing system, strengthen the funding ability, so as to improve the quality of teachers' continuing education regularly.In literature reviewing, this paper summarizes and analyzes relevant policies and theories based on the past literatures and data statistics. It represents the path and current situation of cost-sharing in teachers' continuing education of different areas in order to further analyze such theories. By analyzing the trend of development in cost-sharing of higher education, residents income level, as well as the forecast of teachers' continuing education in China, it shows the present situation of cost-sharing system of teachers continuing education and the development of such education is necessary.In practices, a number of data have been collected through searching on past papers, questionaires and data scanning. From the point of teachers' continuing education organizations, the associated cost of those organizations relating to teachers' continuing education can be calculated, which is SEVEN RMB to EIGHT RMB per person per lesson. From the analysis on sources of funding supporting those continuing education organizations, it roughly finds that the cost-sharing between school and government should be at the range of 1:2 to 1:3, and further analyze the current situation of such cost-sharing system as well. From this analysis, it finds THREE major weaknesses or threats on the development of teachers' continuing education, which are 1) Significant differences in educational supporting funds on different areas. 2) Schools do not have plenty emphasis on teachers' continuing education; lack of comprehensive analysis on the evaluation system of teachers, particularly, on the contents relating to teachers' continuing education. 3) Teacher's self-willingness to accept continuing education is not low. However, in other aspect, it finds that the amount teachers willing to pay for continuing education is approximately RMB18.07 per person per lesson, which is greater than its average cost mentioned above. Therefore, this provides support for the development of cost-sharing system in teachers' continuing education. Based on these findings and Becker Training Theory, teachers' continuing education system can be divided into three types, Comprehensive special training, comprehensive common training, and pre-special training. According to different types, a blueprint of cost-sharing system is drawn and relevant exercisable recommendations are provided respectively.Naturally, build of cost-sharing model of teachers' continuing education is a complicated project. Through the analysis of current cost data, this paper just build different models according to the different types of continuing education, not mentioning classificatory research. Therefore, data comprehensive gathering and deep analysis will be included in the future research in order that it can elaborate teachers' continuing education cost-sharing model.
