Basically speaking, the National University Science Parks' (NUSP) coming into being is a long-term interactive result of China's Scientific and Technological circles, Higher Education (HE), and the Industrial field. In a way it's also an inevitable result of the development of HE to a certain stage. After more than two decades' exploration and practice, we are pleased to see that Science Parks on Mainland China have played an active role in accelerating the transformation of Scientific and Technologic Achievements and training high-tech personnel, which eventually brings about considerable economic and social benefits. Besides, its position in National Innovation System is also more obvious than before. In view of this, the paper attempts to study the current management and problems of China's Science Parks, and put forward some suggestions for improvement with a managerial perspective.After clarifying related research and concepts, the paper gives explanatory notes on NUSP in four separate parts:Firstly, the paper gives interpretation of relevant theoretical bases on the origin, development, proliferation of USP, it is the prerequisite for empirical research.Secondly, with case analysis and comparative study, the paper does an in-depth research on managerial and operational characteristics of Taiwan's Hsinchu Science Park and America's Stanford Research Park from a different point of view. Then, it sums up the favorable factors in common between them through comparative study, namely, the guidance from government; strategic location; the accumulation of a large number of human resources.Thirdly, the paper gives a brief review of the whole development process of Science Parks on Mainland China in the late 20th century. Based on this, it explains the management features of NUSP in detail from horizontal and vertical angles, and believes that we should give full play to the enthusiasm of colleges and universities, attract broad participation of social forces. This is the only way to shape an efficient management pattern and market-oriented operating mechanism.Fourthly, based on the analysis above, the paper has done some systematic thinking on the sustainable development of USP. With regard to the problems encountered by USP at present, the paper tries to give some corresponding countermeasures and suggestions for the further development of NUSP with a managerial perspective. Finally, it points out that we should create a management pattern that not only lines with the global/international practice, but also fully reflects our national conditions.
