National University Science Park Operation Mechanism

During the times of knowledge economy, high-tech industry has become the main momentum in the development of social economy. The government of every country all over the world is seizing every opportunity to take a variety of measures to speed up the transfer of high-tech industry. As an effective way to speed up the transfer of science and technology and promotion of high-new technology, University Science and Technology Park(USTP) has been paid more and more attention to. Our government has given great support in establishing University Science and Technology Park, and will regard the construction of USTP the great subject in technology plan. USTP is still new in our country, which means no experience and model can be followed. In this paper, the development of USTP in our country will be discussed systematically.First, we give a brief account of the implications, features and functions of USTP and the development of foreign USTP from different views, aiming at being enlightened, with the combination of the real situation in our country, to point out the importance of creating USTP. Then, "we conduct research on the reasons for development, developing types, models of USTP in our country.We put emphasis on the operating system of USTP, finding out the factors in USTPin our country and making clear the relationships among the factors and betweensystem and surroundings, showing the three stages while creating USTP, suggesting the four basic principles that must be followed while creating USTP .Finally, we put forward some suggestions and strategies for problems in the development and construction of USTP, which means developing USTP from the view of attracting capital service system construction.
