Currently teachers and researchers in universities and colleges are engaging in a lot of research tasks, they are playing an important role in the national scientific and technical innovation system in China. How to evaluate their research output attracts braodly attention. However, the laws and the rules for the evaluation of their research output are not well built up, the mechanism for the evaluation is not well solved, and the indices being used in the evaluating processes are not perfect. Therefore, it is interesting to investigate the mechanism and method for the evulation of the research output of the teachers and researchers in universities and colleges in China.In this thesis, by analyzing the problems appearing in the current evaluation of the research achievements of the teachers and reseachers in universities and colleges and combining with the present research situation in in universities and colleges, some suggestions are put forward to improve the current evaluation of the research output. Through analyzing the citation of scientific published articles belonging to 18 individual scientists and 8 normal universities, it is found that the h-index is a good candidate to deal with the relation between the amount and the quality of individual's scientific output and can be used to evaluate the individual's scientific output, but it is not very precisely when it is used to evaluate the academic order of univeristes or subjects. The h-index is a good number for the future evaluation of individual's scientific output. We also stress that the academic spirt, the amount, the quality, and the influence of the research output, the research project should be considered together when we evaluate the research output of the teachers and reseachers. The difference among the different subjects and disciplines should be clearly considered. A combination of peer evaluation, scientific metrology, and academic comment may be the good way to evaluate the scientific achievements for the teachers and reseachers in universities and colleges.
