Research On The Second Disintegration And The Classified Social Security For Migrant Worker

Migrant worker is a new type of labor force during China's reform and the development of industrialization and urbanization. They have become a special social group which can't be ignored, and they have made major contribution to the prosperity of urban and the development of rural and the modernization of the state. So it has important theoretical and practical significance to research and resolve the issue of social security for migrant worker.Supported on sociology and social security, this paper reviews the theoretical literature. Upon the basis of this and the analysis of a large number of survey data, we get the following conclusions: the first is there has the second division with the level significance among migrant worker. By the analysis of migrant worker's demographic characteristics and the employment status, we can see that migrant worker is a more complex composition and ever-changing group. Under the use of three-dimensional theory of Max Weber analysis of social stratification that gradually differentiates into migrant worker in the economic status, social prestige and political power has obvious characteristics. The second, the lack of the social security and differentiated demand of migrant worker. By many factors, the social security of the migrant worker is still insufficient. At the same time, the citizenization and the ability to avoid risks of migrant worker is different after the second division, so the social security needs of diffirent migrant worker are also quite different. However, the existing social security of migrant worker did not take into account these different needs, so it failed to implement effective protection for migrant worker. This requires that governments at all levels fully aware of the importance of social security problems for migrant worker, and take the implementation of classified protection according to the degree of citizenization and the ability to avoid risks of migrant worker. At the same time we should take into account the actual situation in China, and take measure from the project most in need of start, and do it step-by-step.The full text has three main parts.1. The description of all the migrant worker and their second division.Through the questionnaire survey and analysis of migrant worker, we know the demographic characteristics and the employment situation of migrant worker. Max Weber's three-in-one theory of social stratification can help us to analysis the internal characteristics of migrant worker after the second division by groups. It has generally divided into three categories: the migrant worker of high degree of citizenization, the migrant worker in the flowing and the traditional farmers of seasonal out.2. The problems of social security for migrant worker and the reasonsThrough the analysis of a large number of survey data, we learn the problems of current social security for migrant worker: the low coverage of social insurance; lack of social assistance and social welfare; difficulty of the transfer and follow-up of social insurance and so on. At the same time, it has revealed the causes of the problems: less attention of the issue of social security for migrant worker; legal system lags behind of social security for migrant worker; low level of employment of migrant worker; the supply of social security for migrant worker did not take into account the different demands after the second division; the lack of flexibility of the security design system and the imperfect of measures related.3. The concept of classified protection to migrant workerAt present, there are still more prominent differences between urban and rural areas of China's economic and social development. The internal demands for social security of migrant worker are also different, it is very difficult to achieve the integration of urban and rural social security in a short period of time. Therefore, we can only take classified protection to migrant worker according to the different needs, and start from the protection of the project most in need step-by-step by taking into account the actual situation of China. We should take industrial injury insurance, medical insurance, pension insurance and employment protection on a more prominent position, followed by other projects to promote protection. In order to ensure that all the implementation of security projects work effectively, we should also improve related system and measures.
