Web-based education is one of the important aspects in modern education. Motivation is one of the most important and dynamic factors impact to learning results. In the process of teaching, it is very important to incentive and inspiration right, maintaining and preserving students'learning motivation and momentum for the quality of web-based teaching. In the past, research on the inspiriting method in teaching mainly focuses on the problem of inspiriting method the face-to-face process of teaching in traditional teaching. With the appearing and developing of web-based teaching, the inspiriting method in teaching is changing; but in the process of changing, people always dissever the relationship between inspiriting in web-based teaching and traditional teaching.This article takes this as the background backing. It has developed the research of motivation and inspiriting of learners based on web environment. This article analyzes the characteristic of learners'motivation based on web environment, analysis the source of the situation. Descript situation and existing problems. The research aim will locate in the promotion of learners'activity. This article proposed strategy from the message design, organization of teaching and teachers'guide. Bring enlightenment for the development of network teaching. This article based on the approval of inspiriting method in traditional teaching, aimed at the characteristics of web-based teaching, set out from the idea and technique in web-based teaching and explored different aspects of inspiriting method in web-based teaching in order to understand precisely the function of teaching inspiriting in the new teaching environment of web.
