Study On The Current Situation And Countermeasures Of Higher Education Development In Henan Province From The Perspective Of Education Equity

Along with the rapid expasion and popularization of higher education. the problem of inequity of higher education has more noticeable. At present, Henan province is the region which is severely suffered from education inequity in China.The demand of higher education in Henan is far from being meeted, especially the demands of quality higher education. This master dissertation is divided into five parts.The first part outlines the theory of higher education equity, and illustrates the current connotation.The second part discourse the inequtiy of opportunities of higher education which is reflected in the regional discrepancy of enrolling. The inequity of higher education course is reflected in the unbalanced layout of institutions and the key subject, the per capita resouces of higher education, the lagging edcation of graduate student and so on. The inequity of higher education results is reflected in the higher educaton benefits obtained.The third part analyzes the reasons of ineqity of higher educaiton suffered by Henan. In the national levels, it is the regional nonequilibrium of higher education and the unbalanced development policies of higher education. In the provincial level. there are decisive mistakes in the Henan's history and the restriction of the socioeconomic development in Henan.The fourth part shows the harm done on Henan. It will hinder the natonal harmonious society constructon. restrict the unisonous development of natonal regional economies, leads to the lag of human resources in Henan, obstruct the sustainable development in Henan, and hinder the realization of the rise of Henan.The fifth part discusses the Countermeasures to boost the development of higher education in Henan from the perspective of edcuation equity. In nataional level, it is necessary for the government to reform the policy of enrollment and to change the layout of higher education. In the provincial level, it is necessary for Henan to recolate the strategical target of higher education, to construct some sophisticated universities, to cultivate the characteristic discipline, to develop the professional and technical training, to widen the fundraising channels, and to develop the higher education run by the local people.
