Urumqi "National Road" Community's Construction

With the rapid development of the national economy, China is experiencing dramatic social transformation. Now the economy is the golden period of development, but also various types of social contradictions and social issues highlight the period. A large number of social management, social services, social security function from the government and constantly spun off units, let the community to undertake, so that from the micro-level community to assume the responsibility to create a large society, which community building has become the cutting edge of social management .Strengthen the building of urban communities to further improve the management level, to strengthen the party and government to communicate with the people contact, meet the people's social life and a variety of needs, to consolidate the party's base, enhance social cohesion, building a harmonious socialist society, have very important significance. The building of urban communities in China's theoretical research is still in its early stages. Urumqi "National Road" community is chosen as the research subject for the study, due to the following considerations: firstly, this community is the comprehensive management of Urumqi advanced communities, secondly, it owns different kinds of social characteristics reflected in the process of the economic reform, thirdly, it combines together all the different types of contradictions and problems, reflecting the different views and needs of various citizens. This thesis reviews the "National Road" model of community building, as well as problems, and it provides strategies for urban community construction.This paper is mainly divided into three parts. The first part analyses the connotation of urban communities from the start of its constituent elements, the basic principles and the need, introduces the standard of urban community construction, and lays the foundation for the next two parts. Interviews and empirical analysis methods are used in the second part. And the last part summaries the achievements and the existing problems in the process of Urumqi "National Road" community construction, and pays the way for its construction.The third part of the self-government from the perfect to promote the building of grass-roots democracy, strengthen community infrastructure to create living environment and expand community services to improve residents quality of life, prosperity and community culture in order to promote all-round social progress in four areas to strengthen the "National Road "Community-building measures. "National Road" community building must adhere to the community from improving the internal conditions and external environment to promote two aspects of governance in urban communities, a fundamental safeguard the public interest community residents, and strive to meet the community needs to provide public services and public goods in order to to promote the stable development of the community, and ultimately a socialist harmonious society ambitions.
