Since the 1950s, creativity has been attracting more and more attention. Creative talents have become the decisive factor in competitiveness between countries. How to cultivate creative talents has been becoming the most important issue that is attracting more and more attention in every nation's education. It is a critical period for the development of children's creativity in primary and secondary school. Primary and secondary school teachers, who act as an active environment, have a significant impact on the development of children's creativity. Therefore, the primary and secondary school teachers' view on creativity in teaching and their teaching behaviors in classroom, that is, how they understand and cultivate creativity is very important to the development of their students' creativity. Since the 1970s, teachers' view on creativity in teaching and their related teaching behaviors has become an important research topic. There have been a lot of valuable researches abroad in this aspect. Also more and more studies in China, but there are only a few empirical researches. Particularly, there is no research with regard to the relationship between teachers' view on creativity in teaching and their students' creative learning. Based on these thoughts, my research makes a survey on primary and secondary school teachers' views on creativity in teaching in our country and their related teaching behaviors in the classroom, and then I try to reveal the relationship between them. Therefore people's confusion on this problem could be cleared and the theoretical and empirical basis can be provided for teachers training program.Six parts are contained in the dissertation. The first part is the literature summarization, which is a review on former researches. The second part is the problem-raising and the main contents and hypothesis of this research. The third part is the methods and the procedures of this research. The fourth part is the results, which has presented the results analyzed by the statistical software SPSS11. 5. The fifth part is an analysis and discussion on the results, which has discussed the reasons of the results. The sixth part is the conclusions and suggestions.From the results, we got conclusions as following: 1. Primary and secondary school teachers have an appropriate view on creativity in teaching; 2. Primary and secondary school teachers put up a middle-level teaching behaviors in the classroom; 3. Although teacher's views on creativity are much better than their related teaching behaviors, they still have some influence on their related teaching behaviors. 4. Teachers' views on creativity in teaching have some influence on students' creative learning. Educational suggestions are given in the sixth part as following: 1. Teachers' views on creativity-fostering should be emphasized in teacher training program. And some practical directions on creativity-fostering should be given. 2. Action research in education should be conducted to shorten the distance between teachers' views and behaviors.
