American higher education was developing apace between the year 1945 and 1970.The number of enrollment increased rapidly and it achieved the "popularization of higher education".The development of community colleges and the postgraduate education made its structure more consummate.Its financial income was abundant,with the appropriate and donor funds from the federal government,the state government,business corporations and so on.its function of scientific research and social service was strengthened. In a word,higher education had gained strategic position incontrovertibly in America and ranked number one in the whole world then, no matter in quantity or in quality.
