Investigation And Research Of The Comprehensive Development And Use Of The Large Ice & Snow Stadiums Of Changchun City After The Asian Winter Games

Stadiums are the indispensable hardware facilities of holding and undertaking various games, improving the athletic sports level and carrying out the all-people body-building activities and the important carriers of developing the physical educational industry.Changchun Municipal Government of Jilin Province successfully won the bid for holding the 6th Asian Winter Games in August, 2001 and has successively invested about RMB 22 billion yuan used for construction of stadiums and the matching facilities. The representative stadiums in Changchun City includes the Speed Skating Stadium of Jilin Province with the investment of RMB 0.173 billion yuan, Changchun Wuhuan Stadium with the investment of RMB 0.21 billion yuan and Changchun Lianhuashan Skiing Field with the investment of 0.4 billion yuan, etc. These stadiums have been clearly planned at the beginning of construction, expansion or reconstruction, that is, the different operating modes are made during the games period and the non-game period. However, with the author's visit and investigation, it is found that there exist some problems in the use and development of these stadiums at present.There have been many studies and discussions on the comprehensive use and development of the large stadiums at home and abroad. Because the ice & snow stadiums have their specialties and there are a few documents on their development and use, the successful operating cases of the summer stadiums are taken for reference, some research methods such as experts'interview, questionnaire and analysis of cases, etc. are adopted and it is started from the construction and investment modes of ice & snow stadiums, administrative and organizational institutions, non-winter use and servers'operating level and consumers'information feedback to carry out the deep-going understanding and analysis of the current operating situation of the ice & snow stadiums of Changchun City after the Winter Games.The following are found with the research:1. At present, there is lack of the special physical educational industrial administrators in the skating stadium, most of the current working staff come from the system and some are the retired excellent athletes. There is a certain gap between their comprehensive quality and operating level and the post requirements. Although there is the regular post operating training, the effects are not very ideal. The development of the ice games is very slow. The utilization of the other ice stadiums is low and most of them have been idle for long time except that the Speed Skating Stadium of Jilin Province is better used and developed.2. The"two-polarization"of development of the ice & snow industry is serious. Many snow games are developed, with the high scale and level as well as fixed consumers growing year by year. There is only the single ice game and relatively centralized in the Speed Skating Stadium of Jilin Province, the development and utilization ration is relatively higher. There is the rich spare-time training while it serves the athletic sports. However, some stadiums such as Fawer Ice Hockey Stadium and Changchun Speed Skating Stadium, etc. have the low utilization ratio and have been idle at the most time.
