The whole body of mankind entered the new age of knowledge economy, and the labor power became the most important strategic resource for the economy and development in a country in 21st century. Now Education is the most important power source of the development of science, increase of economy and advancement of society. Normal education plays an important role in the national education system, therefore, the quality of normal education is determinative to the national education, and the management of labor power in normal school becomes very vital.At present, normal schools have implemented the system of performance management, but most of them fasten on the field of elementary or high education. Preschool normal schools lag behind other schools in the research of performance management. Consequently, establishing and ameliorating the system of performance management, accelerating the institutionalized and scientific management in labor power are the aims of this research.This thesis is based on the managerial theory, and makes the performance management of teachers as the subjects in preschool normal schools. Literature research, investigation, analysis and graphology are used in this thesis. It starts with the actuality of management of teachers in preschool normal schools; analyzes the characteristic of teachers' work, personality and liability; discuss the managerial system and experience from other schools; try to analyze the problem of management in normal schools; find out the feasibility of constructing performance management in Weifang Preschool and Special Education Normal School based on the research of performance management compared with other researches from different types school abroad or home; give the assumption and countermeasures for performance management. The aim of this research is how to transfer the theory of enterprises' performance management into normal school ones, which instructs the construction of performance management in preschool normal school.This research constructs the performance management rationally in preschool normal schools: loosen up the right on teachers' employment; implement the system of employment; construct the system of evaluation for performance management; consummate structure laborage. And this research will conduce to perfect the system of performance management in different normal schools.
