| Employment is not only the people's livelihood, but also a strategy which can stabilize the country. In the Sixth Plenary Session of its Sixteenth Central Committee of Chinese Communist Party, a number of major issues of how to build a harmonious socialist society were decided, putting the construction of a harmonious society into a prominent position so as to implement the Scientific Outlook on Development fully and to promote the economic development much more comprehensively and harmoniously. While when we are building the harmonious society, we must pay much attention to the employment problem, especially the employment of university students. Because, at present, the employment situation for college students becomes more and more seriously, and the author studies the employment of university students from the construction of a harmonious society's view, not only has theoretical value, but also practical value.This study, first, from the construction of a harmonious society's view, defines the relevant concepts of the construction of a harmonious society and college students' employment with theory and empirical research methods, putting forwards the significance and impact of graduate employment in the building of a harmonious society, and analyzing their mutual reinforcing relationship, these are: the construction of a harmonious society require college students to get a job smoothly, and could profit it; On the other hand, it is an important link and an inevitable requirement of the construction of a harmonious society for college students to develop healthily and to take up an occupation smoothly.Then, the author elaborates the employment policy of domestic university students historically and analyzes the promoting employment policies and measures of university students in Western developed countries. And then, based on these, this study makes Shandong province as an example and analyzes its current situation and causes of the employment of university students, pointing that the difficult problem of university students employment in Shandong occurs in the context of serious employment situation in the whole country. The essential reason is that the construction of economic society needs a number of practical elites who should have some theoretical knowledge and special skills, but the personnel cultivation mode in current universities dose not coordinate with this demand at all. Specifically speaking, the reasons are : the overall employment situation is grim, squeezing Shandong university students employment space; structural problems are conspicuous, and the supply university students'talent is not coordinated with social needs; the market and the system of the university students employment is imperfect, the guidance of employment is weak; the discrimination phenomenon exists in the university students employment and the ideology of the university students employment is imbalanced, lacking of rational career design.The employment of university students is a systematic project, which refers many respects, such as university, government, society, students and so on. In this process, students should be talent, universities should be cultivated, and society should fit students for their job, while government should pay attention to absorb the talent. Only those four elements mentioned develop in a comprehensive, coordinated, balanced state, forming a cohesive force, the difficult problem of university students employment in Shandong can be solved. Based on the idea above, the study creates many specific countermeasures, for example, we should strengthen the high education reform, promote the harmony of talent cultivation and its society needs firstly, and then bring the government into full play, insist macro-economic control and market-orient, optimize the society intermediary organizations, promote employment guidance and employment services harmonious, and make the students change their concept of employment, enhance the employability and so on.
