In the 21st century,respect for and protection of human rights is an important mission for China's development.Writing the human rights into the constitution provides human rights education political and legal basis.With the development of China's democracy and socialistic legal system,and the improvement of reputation on human rights and international relationships,human rights education is a very important way to actualize human rights,it can not be neglected. Compared with the past,China's human rights education has been further development,the concept of human rights have gradually striked root in the hearts of the people.But the relationship between human rights education in society and school is imbalance.Knowledge of human rights education in schools dropped behind its social education,especially the concept of human rights education in primary and secondary schools.Youth days are key period to form people's philosophy,values and world view,primary and secondary schools is an important stage to implement human rights education.Researching circs of human rights education in primary and secondary schools is important and meaningful to our country and individuals.Mian yang City selected as the location to investigate in this paper.Through text analysis, questionnaire survey,classroom observation,interviews and literature research methods,this paper analysis some problems of our country's human rights education in primary and secondary schools, explore the main reasons which impacts and constraints of human rights education in primary and secondary schools,and put out ountermeasure to strengthen the response of human rights education in primary and secondary schools.This paper divided into four parts:the first part explains some related concepts of human rights' education,including human rights,human rights' education,human rights' education in primary and secondary schools.This part focuses on the ignificance of human rights education in primary and secondary schools.The second part from the curriculum,teachers,schools and students of primary and secondary analysis of four emerging issues of human rights education.This study figure that,the primary and secondary schools cannot educate human rights completely nowadays,it's still at the exploratory stage.The third part analyzes the main factors which effected human rights education in primary and secondary schools:the wrong recognization of human rights and human rights education,objective economic conditions,and the traditional concept of rights are the external factors;adverse educational philosophy,concept of children's educational,laggard of system,and lack of human rights's accomplishment education in teacher education are internal factors.The fourth part on the basis of the findings,in the absorption from abroad where have been got some practical experience,to put out some countermeasure to strengthen human rights education in primary and secondary:firstly,nail down the policy on human rights education in primary and secondary schools,including the human rights education's status in school,strive after financial supporting,highlight the human rights in the content of textbooks,and get into the swing of teacher training in teacher's education.Secondly,at the school level,the leadership of school should attach importance to the vanule of human rights education,program it into school-based curriculum, regulate the existing management system,and create a good campus environment.Thirdly,to teachers,they should not only through the experiential,interactive,participatory teaching methods and process to teach human rights,but also need teaching by their own example for students,let them exert a suitable influence at enhancing the understanding of human rights.
