There is a growing concern over urban community management in recent years along with the deepening economic and political reforms and the socialist harmonious society construction. Some new working patterns are thus in demand to answer the call of the economic and social development, and specifically, to ensure the effective integration of regional community resources.Nowadays, cities are undergoing amazing changes as many newly-built communities spring up. At the same time, however, some problems also appear that lead to the worsening conflicts between community residents and property development and management companies. For example, many development companies vanish without a trace right after their houses are sold out, leaving behind some maintenance problems unsolved; while many property management companies fail to establish a good interactive relationship with community residents, causing great loss on both sides. Therefore, a new mode of urban community management is of great value that will adapt to current needs as well as better protect the interests of community residents and organizations.Based on a thorough analysis of Shenyang Dadong District's"Three-in-One"model, this article aims to explore a theoretical explanation to China's new mode of urban community management and find out some feasible reform measures from the actual practice.The article consists of four parts. The introduction part discusses the significance of the"Three-in-One"model as a transitonal working mode in current urban management, briefly talks about the research methods that will be employed in the article, and clarifies some relevant concepts such as urban community, urban community construction,"Three-in-One"working mode, etc. Part two illutrates the theoretical and practical grounds upon which the"Three-in-One"model is built. The third part elaborates on the actual practice that has been trying in Dadong District, Shenyang, covering from operational principles,and processes to phasal achievements and limitations. The fourth and last part is the perfection to the"Three-in-One"working mode. The following three aspects are suggested at length, that is, perfecting communication mechanism and coordinating the relationship between property development and management companies and community residents; introducing good human resources to communities, optimizing manpower structure, and raising the overall level of community workers; and strenthening resources intergration and promoting"win-win"consciousness so as to contribute to the harmonious and stable development of communities.
