Study On Urban Community Management Mode In China In New Era

From the macro background perspective of the community managementdevelopment, this paper conducted analysis of related concepts of the communitymanagement in the first place, vertical comparisons of backgrounds and developmentcourses in different periods of community management in the country and analysis ofcurrent community management in some typical cities, then concluded some problemsexisted in the current management mode and system design of urban communities.Secondly, this paper studied the advanced management modes in some foreigncommunities, outlined some weak points of the community management experience inChina compared with that of some foreign communities. Lastly, this paper casted anoutlook of the development mode and implementation method of urban communitymanagement in the future, from the standing point of the national reality, anddeveloping around the basic thinking, guidelines and development goals of communityconstruction and development. In the present where the urbanization level is relativelylow while the urban economic power is relatively week, administration oriented mode ishelpful for a guarantee of gradual developments and steady improvements in urbanadministrative works, however the community autonomy mode is the ultimate directionfor community development.The government should carry out a successful transformation of the urbancommunity management system from an administration oriented mode to a communityautonomy mode, through effective measures such as: optimizing the legal environment,cultivating and developing the community intermediary organization, enhancing senseof participation for community citizens, improving the construction of the partyorganization, clarifying the organizational function of community, strengthening theservice philosophy in community management works, improving the entire quality ofcommunity management staff and developing the community economy with greatefforts etc.
